Your Committee on Finance to which was referred:

S . Comm. 1025: APPROPRIATION OF FUND BALANCES
January Mayor Herbert T. Matayoshi dated
(Bills 443, y Y $,
444, 445, 1979 informing the close of operations for the
446, 4471 fiscal year resulted in a fund balance of $1, $$3,953 .06
which presents an opportunity to strengthen the
budget and to meet unforeseen and/or urgent needs.
Towards this end, recommends the following:
(1) Replacement of reduction of revenue estimates -
$903,627
a. 5624,119 (State grants-in-aid )
b. 5119, 50$ (anti-recession fiscal assistance
{ program)
c . $160,000 (motor vehicle weight tax for small,
non-commercial trucks)
(2) Covering deficit of $14, 210 in Sewer Fund caused
by lower than anticipated receipts;
(3 ) Providing funds for unforeseen and/or urgent
needs - $955,000
a. $125,000 (underwrite part of the expenses of
the Society of American Travel
Writers Conference to be, held in
' October, 1979)
b. $590,000 (capital projects)
(1) S 40,000 - Extension of Waterline at Hilo
Landfill
(2) $0,000 - Kona Police Station
(3 ) 35,000 - Hamakua Drainage Improvements
(4) 35,000 - Banyan Way Pedestrian Walkway
(5) 400,000 - Waimea Road improvements

c . $ 40,000 (addition to Highway Fund 's workers
compensation funds)
d . $125 000 (equipment )
(1) $100,000 - Public Works Department (solid
waste program)
(2) $ 25,000 - Fire Department (emergency
medical service program)

equipment, repairs and minor improve-
ments to parks and recreation
facilities) ;
(4) Remaining balance to contingency accounts -
$25, 326 ,06;
recommends Council receive and file the communication; and approve and
adopt Bills 445 and 447 on first reading.
Comm. 1025.1: From Finance Committee Chairman Harvey S . Tajiri
(Revised Bills dated February 23, 1979 recommending, after careful
443, 444, 446) consideration of the Mayor's proposals and the many
concerns expressed by Committee members as to the
problems confronting the various district communi-
ties, amendments as reflected in Revised Bills 443,
444, and 446;
recommends Council accept the recommendations of the Finance Committee
Chairman; and approve and adopt Revised Bills 443, 444 and 446 on first
reading.
