Dear Chairwoman Poindexter and Council Members:
It is my pleasure to nominate Nestorio Lagua Domingo of Council District 7 to the
County of Hawai'i Water Board. Mr. Domingo has been a resident of Hawai'i for nearly
3 years. He retired from the US Air Force as a Civilian Flight Test Engineer after 21
years of civil service. Mr. Domingo also served 29 years of active and reserve military
service where he retired as a Chief Warrant Officer—4, Civil Engineer Corps of the US
Navy. He holds a Bachelors and Masters of Science Degrees in Mechanical
Engineering wherein his studies included the study of water dynamics and hydraulic
systems.
Mr. Domingo is an active member of the Rotary Club, Big Island Retired Military
Association, American Legion, and Pualani Estates Homeowner's Association.
Mr. Domingo states that he is not affiliated with any political party. If confirmed, he will
serve a term ending December 31, 2021.
