Comm. 1424: OFFICE OF PROSECUTING ATTORNEY - CREATION OF
(Bill 571) ADDITIONAL POSITIONS
From Mayor Herbert T . Matayoshi dated December 27,
1979 informing crime continues to be a serious
problem in the County of Hawaii and the recent
successes of the Office of the Prosecuting Attorney
in prosecuting organized crime figures is a good
indicator of what highly trained, quality personnel
in that office can do when given the time and
resources to work. However, the growing caseload
and the excessive demands upon the deputy prosecutors
have caused a number of them to seek "greener
pastures" in private practice .. .
Further informs with the impending Kaohu/Gouveia
trial in January, 1980, the Prosecutor 's staff
faces the loss of its head prosecutor for a period
of approximately three months and urges favorable
consideration of the proposal to create additional
positions to provide assistance to the successful
prosecution of these men and as a first step in
assuring the continuation of quality prosecution
in the County of Hawaii ;
recommends Council approve and adopt, on first reading, Bill 571 to
appropriate General Fund balance in the amount of S77, 906 to the
Prosecuting Attorney for Salaries and Wages, OCE and Equipment
(847, 906) and to Public Works for renovations to the Kona Services
Center (S30, 000) .

Comm. 1424.1: From Director of Personnel Services Edward L. Silva
(Res . 542) dated December 27, 1979 submitting for adoption, a
resolution to amend the salary ordinance as a
result of classification studies on new positions
duly authorized by the Office of Prosecuting
Attorney and the Administrative Review Committee
in accordance with Section 4-5 (c ) of the County
Charter;
recommends Council approve the addition of the following for the
Office of the Prosecuting Attorney: One new position of Jost
Account Clerk SR-117 Account Clerk SR-10; one new position of
Deputy Prosecuting Attorney LS-l0 and two new positions of Legal
Stenographer SR-14 for the Rural Deputy Program; and that the
accompanying Resolution 542, as revised, be adopted to accomplish
this purpose .
