While the Committee is cognizant of the fact that there is disparity in salaries between appointees, elected officials, and employees of bargaining units, the Director of Personnel Services is vested with the power to reallocate positions to recognize material changes in duties and responsibilities, not the County Council. Therefore, to prevent further imbalance and to assure a sensible relationship, it is urged that the Mayor immediately appoint an advisory commission to develop and review an appropriate compensation plan for appointees and elected officials, except Councilmembers, as per Resolution No . 1$9 adopted on August 5, 1978. It is to be noted that the legislative body is charged with the responsibility to control the County's purse strings, yet there is no relationship between the approval of reallocations and the financial capabilities of the County to pay for reallocations on a recurring basis. Comm. 1510: SALARY ORDINANCE AMENDMENTS - OFFICE OF CORPORATION (Res. 585) COUNSEL, DEPARTMENT OF FINANCE (TREASURY DIVISION) , DEPARTMENT OF PUBLIC WORKS, BUREAU OF BUILDING CONSTRUCTION AND INSPECTION (SOUTH HILO AND PUNA) , DEPARTMENT OF PARKS & RECREATION (MAINTENANCE DIVISION) , DEPARTMENT OF PERSONNEL SERVICES, AND HAWAII CIVIL DEFENSE AGENCY From Director of Personnel Services Edward L. Silva dated March 19, 1980 submitting for adoption, a resolution to amend the salary ordinance as a result of classification studies duly authorized by the Department of Personnel Services, Civil Defense Agency, and the Administrative Review Committee in accordance with Section 4-5 (c ) of the County Charter . Informs the repricing of three classes involving four positions for the County of Hawaii is the result of the last biennial review of the Compensation Plan; reports as follows: Although the Committee is not in total agreement with the proposed amend- ments to the Salary Ordinance, it recommends adoption of Resolution 585 to accomplish the following: Repricing of: (1) One position of Claims Investigator-Adjuster SR-21 to SR-23 in the Office of the Corporation Counsel; (2) One position of Treasury Clerk II SR-44 to SR-16 in the Department of Finance, Treasury Division; (3 ) One position of Building Maintenance Supervisor II FII-9 to FII-10 in the Department of Public Works, Bureau of Building Construction and Inspection, South Hilo and Puna; and (4) One position of Building Maintenance Supervisor II FII-9 to FII-10 in the Department of Parks and Recreation, Maintenance Division. •
