HomeMy WebLinkAboutREP FC 341 05/14/1980 1976-1980 illf REPORT: OF THE COMMITTEE ON FINANCE • May 14, 1980 Chairman and Members Hawaii County Council Hilo, Hawaii Your Committee on Finance to which was referred: Res . 611: KOHALA TASK FORCE INVESTIGATION Concurrently requests , until the funding for the continuation of the Kohala Task Force investigation is finalized, that the Federal Bureau of Investigation and the Internal Revenue Service look into the alleged wrongdoings and review the findings of the preliminary investigation, thus providing neutral third parties with established investigatorial expertise to once and for all confirm or disaffirm any of the stated criminal or civil illegalities; recommends Resolution 611 be revised as follows : - (1) First paragraph to read: "WHEREAS, /on January 12 , 1980 ,7 the Hawaii County n Council_ approved /aappropriation of $200 ,000 to further inquire as to/ the preliminary inquiry into the probability of criminal or civil wrongdoing in four of the Kohala Task Force (KTF) projects /, based on a preliminary investigation conducted by three private attorneys%; and" (2) Third paragraph to read: "WHEREAS, Prosecuting Attorney Jon Ono has refused to allow the County Council to examine the full text of the recent criminal inves- tigation report /, to provide the necessary fact's to justify a $200 ,000 expenditure of public funds/; and" (3) Add a fourth paragraph to read: "WHEREAS, fiscal constraints and increasing public demands of the County of Hawaii precludes the expenditureof valuable tax revenues toward an investigation plagued with such uncertainties . " (4) Fifth paragraph to read: - "NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that /until the funding for this continuation of the investigation is finalized, it concurrently requests that/ in light of the fiscal constraints and the increasing public demands , the Council shall discontinue its efforts to fund the continuation of the Kohala Task Force investigation and that it requests the Federal Bureau of Investigation and the Internal Revenue Service look into these alleged wrongdoings and review the findings of the preliminary investigation, thus providing neutral third parties with established investigatorial expertise to once and for all confirm or dissafirm any of thestated criminal or civil illegalities. " Further recommends Council approve and adopt Resolution 611, as revised. (NOTE: FC Report 341 was withdrawn from the Council ' s agenda by the Council Chairman.)
