Your Committee on Finance to which was referred :
Lo-c- Comm. 1683 : SPECIAL REVENUE FUND FOR LIQUOR CONTROL PROGRAM
(Bill 6$6) From Director of Finance Stanley A . Nakamae dated
September 19, 19$0 informing Act 304, SLH 1980,
effective June 1$, 1980, restricts the use of
liquor license fees only "for costs and expenses
directly relating to operational and administrative
costs actually incurred by the liquor commission. . . "
In order to account properly for receipts of
liquor license fees and expenditures against such
receipts, a special revenue fund should be created,
in accordance with Charter Section 10-12; and
submits an ordinance bill to create the special
fund ;
recommends Council approve and adopt Bill 6$6 on first reading to create
a special revenue fund entitled the "Liquor Control Fund", pursuant to
Act 304, S .L.H . 1980, and Section 10-12, Hawaii County Charter.
