RESOLUTION NO. 129 17
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO ARTS & SCIENCES
CENTER TO PURCHASE EQUIPMENTS FOR ITS VIDEO PRODUCTION
PROGRAM.
WHEREAS,the Arts & Sciences Center(ASC) is a nonprofit organization that is
located in Pahoa, established in 2003, that supports community development and
access to education, and improving the quality of life through learning with aloha; and
WHEREAS, since 2010 ASC has worked with Hawai`i Academy of Arts and Sciences
Public Charter School and local high school students to create videos relating to their lives and
their community, including the 2014 lava flow that slowly crawled through the Pahoa Village
and the recent fire in Pahoa town; and
WHEREAS, the ASC will be purchasing two Apple Computers and a Final Cut Pro
Software that will be used to create and edit videos to facilitate the telling of stories and tales of
the here and now as envisioned by students and residents of Pahoa; and
WHEREAS,the ASC is also planning on hosting a short film festival for the community
to display videos produced by students and residents of Pahoa; and
WHEREAS,pursuant to Section 2-139(a 2)(A of the Hawai`i CountyCode,

Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 4 will be appropriated to the Department of
Research and Development to provide a grant to Arts & Sciences Center to to purchase
equipments for its video production program.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Research and Development and Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
