SUBJECT: Recommendations for Nonprofit Grant Organizations for FY 2017-2018
Enclosed for your review and consideration are the recommendations of the Human Services and
Social Services Committee (HSSSC), for the FY 2017-2018 appropriations for grants to
nonprofit organizations. These recommendations were made after the review of all eligible
applications provided by the Department of Finance.
On January 31, 2017, one hundred fifty (150) applications were received by the Department of
Finance. Five (5) applications were determined ineligible because application packets were
incomplete or did not meet the deadline. Requests,totaled $6,528.193.00. In 2016, there were
one hundred forty-six (146) eligible applications with requests totaling $5,531,736.16 for which
the Council appropriated $1,500,000. The preliminary budget appropriation for fiscal year 2017-
2018 is $1,500,000.
On February 10, 2017,in compliance with Chapter 2, Article 25 of the Hawai'i County Code,
one hundred forty five (145) eligible applications for fiscal year 2017-2018 were transmitted by
the Department of Finance to the council members for review and appropriation of funds.
On February 21, 2017, at a meeting of the HSSSC, an ad hoc committee was formed for the
purpose of conducting application reviews, applicant interviews and award recommendations.
Members of the Ad Hoc Committee were Maile David, Chair, Sue Lee Loy, Vice Chair, and
Councilmembers Karen Eoff and Tim Richards. The first meeting of the Ad Hoc Committee
was held on February 21, 2016 at 12:20 p.m.
On March 9th, 10th, and 13th, 2017, in compliance with Hawaii Revised Statutes,
Section 92-2.5 and Hawai`i County Code, Chapter 2-25, the ad hoc committee conducted
one hundred forty-five (145) interviews. Ninety eight(98) interviews took place at Council

Chambers in Hilo and forty seven (47) at the West Hawai`i Civic Center. In consideration of
time and costs,the ad hoc committee made a decision not to hold site visits this year.
On March 15, 2016, at 8:30 a.m.,the ad hoc committee convened, by telephone conference, a
meeting to determine recommended award amounts for each of the applicant organizations. The
ad hoc committee members were able to designate specific performance measures, expenditures,
and directives to the awardees.
Although amounts requested by organizations far exceeded recommended award amounts, all
applicants expressed their understanding and conveyed their determination to continue providing
services to supplement the needs of our island communities and increasing population.
Exhibit A is a spreadsheet that shows the ad hoc committee's recommendations for fiscal year
2017-2018.

I would like to express my sincere mahalo a nui loa to ad hoc Vice Chair Sue Lee Loy and

well as our staff and Council Services for their contribution in helping us meet our deadlines and
for their individual contributions in completing this important process in an efficient and timely
manner.
Also, a special mahalo a nui loa to Mayor Harry Kim for continuing to fund the Nonprofit Grant
Program for the 2017-2018 fiscal year at$1,500,000. It has been my privilege and honor to
serve as Chair of the Ad Hoc Committee.
