Kukirsin,Director Subject: Derelict and Abandoned Vehicle Procedures In response to requests from County Council members, attached is a copy of the current Abandoned Vehicles Procedures. Because illegal disposal of vehicles along our public roadways continues to be an ongoing problem for our County, sharing this information with members of the public is appreciated. To report an abandoned vehicle, call Police Dispatch at 935-3311. The County Abandoned Vehicle Coordinator cannot make arrangements for removal of the vehicle until a police report is received. 2. A Police Officer will locate the vehicle and attach a notice advising the owner to remove the vehicle within 24 hours. - If the vehicle has been removed, no report is initiated. If the vehicle is still at the scene 24 hours later, an Abandoned Vehicle Report is initiated. 3. The Abandoned Vehicle Coordinator makes arrangements with the contracted towing service firms to remove the vehicle within 72 hours. If the vehicle is derelict, it is hauled to the waste metal recovery site - If not derelict, the vehicle is hauled to the impound site and the Abandoned Vehicle Program attempts to notify the registered owner by certified mail. Registered owner is then charged for towing and storage of the vehicle. 4. If the vehicle is missing from the site when the Abandoned Vehicle towing contractor arrives, the case is closed. ATTACHMENT: HRS 290-41 [PART M. GENERAL PROVISIONS] §290-41 Notice to police department. Before a vehicle is towed by any business engaged in towing vehicles, the owner of the towing business or the owner's designated representative shall notify the police department of the county by telephone to determine if the police department of the county has any investigative interest in that vehicle,describing the vehicle, the place from which it is to be towed, and such other information as the police department requires to be furnished. If the vehicle is towed and not claimed within forty-eight hours from the time the vehicle is towed, a written notification, containing the same information, shall immediately be sent to the police department by the owner of the business or the owner's designated representative.
