Your Committee on Public Works and Parks and Recreation, to which was referred Bill 19, reports
as follows:
Bill 19, transmitted by Public Works Director Frank J. De Marco, via Communication 144 dated
February 2, 2017, amends Chapter 24, Article 10, Division 5, of the Hawai`i County Code 1983
(2016 Edition, as amended), relating to parking.
The bill amends Section 24-281 (Parking prohibited during certain hours on certain streets; tow-away
zone), by repealing existing provisions for portions of Derby Lane and Wilson Street, Subsection(c),
South Hilo.
Councilmember Lee Loy reported visiting the surrounding businesses and found no opposition to the
"No Parking" changes. Councilmember Chung provided some history and wanted to hear from the
residents along the roadways.
Your Committee on Public Works and Parks and Recreation is in accord with the purpose and intent of
Bill No. 19, and recommends its passage on first reading.
