Dear Aaron,
As your constituent and a member of the Hawaii Island Bed & Breakfast Association, and in lieu of the
hearing Tuesday 5/25/99 at 5:00 PM regarding tax revisions, I would like you to be aware of the
following:
• Most (but not all) of Bed & Breakfast establishments once permitted have been reclassified to "hotel
resort". This was a result of instructions in writing from Gary M. Kiyota dated 10/29/96 and titled
Assessment Policy for Rea! property granted variance, use, or special permits (effective 12/31/96).
• At a hearing on Oct 28~', 1998 the Tax Review Board voted (with only one member declining) to
recommend to the council that Bed & Breakfast establishments be reclassified to "improved
residential". A letter was to be sent to HIBBA as well as the County Council recommending this. To
this date no letter has been sent.
I would like to request that you keep this in mind when reassigning tax amounts to commercial categories.
We as innkeeper/homeowners feel that it is not fair to dragnet us into the category of "hoteUresort" and
raise our taxes accordingly.
