Bill 227 (Draft 2) OPPOSE
I agree with the Windward and Leeward Planning Commissions and Planning Director in the unfavorable
recommendation.
On April 9, 2014, I received final approval of my Agriculture Tourism application to conduct agriculture related
tours on Pele Lani Farm LLC. There was an on-site inspection and inspection of my farm generated
income. This took close to 6 months to complete when it should have taken 60 days.
If we truly want to help farmers, especially the family farms which are struggling, let's not overburden them
with more bureaucracy. The amendments to simplify and reduce restrictions are good; however, overall it
adds more burden.
I also specifically OPPOSE the following in Bill 227: the annual reporting, processing fees and to ensure
compliance, "site inspections without prior notification." This seems to be over-kill.

the IPlanottut Commission send to unfavorable recommendation 90 the Hawaii County
Cowi I for BM 227 Draft 2. The Director asks that this recommendation be am tnpmiw by
suggested amendments to the Zoning Code that seeks to consolidate definitions,define
operation standards and prohitstionii,clearly idesttify permitting requirements,with a pnrnary
+esrtphur to MtrilMiZt regulatory oversight and simplify the s for ty lia .
