RESOLUTION NO. 145 17
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE FUNDING TO HI-PAL FOR ITS
FIRST FOOTBALL COMBINE/CLINIC AND 7-ON-7 BATTLE BY THE BAY HIGH
SCHOOL FOOTBALL TOURNAMENT.
WHEREAS, the I lawai`i Isle Police Activities League("HI-PAL") program provides
social and athletic activities for the youth of Hawai`i Island between the ages of 5-17; and
WHEREAS, one of the stated purposes of HI-PAL is to promote a spirit of
sportsmanship, benevolence, friendship, sociability,goodwill, and tolerance in the youths of our
community; and
WHEREAS, HI-PAL will be hosting a three-day football event in June, with the goal of
it becoming an annual event; and
WHEREAS, the three-day event will start with a football combine/clinic that will consist
of drills to test a combination of skills including speed, agility, and strength, as well as drills to
improve the student athletes' performance; and
WHEREAS, following the combine/clinic, HI-PAL will host a high school football
tournament called 7-on-7 Battle by the Bay, which will be a two-day event that will take place at
various locations in East Hawai`i: and
WHEREAS. HI-PAL is requesting funds for combine/clinic and tournament expenses,
including, but not limited to, officiating fees. travel and lodging expenses for off-island coaches
and teams, and t-shirts for participants; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 2 will be appropriated to the Police Department
to provide funding to HI-PAL for its first football combine/clinic and 7-on-7 Battle by the Bay
high school football tournament.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Chief of Police and Director of Finance, and that the Director of Finance is
hereby authorized to make the necessary transfers in accordance with the terms of this resolution.
