No. 1151/Bill No. 256 (2014-2016) <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 11:45 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Planning, to which was referred Bill No. 256 (2014-2016), reports as <br /> follows: <br /> Bill No. 256 (2014-2016), transmitted by Council Member Dennis "Fresh" Onishi, via <br /> Communication No. 1151, dated October 25, 2016, amends Chapter 25, Article 4, <br /> Section 25-4-51 of the Hawai`i County Code 1983 (2016 edition, as amended) relating to <br /> Off-Street Parking and Loading. <br /> This measure would establish required parking spaces for dwellings occupied for less than 180 <br /> days. <br /> On November 15, 2016, Council Member Onishi explained that he created this bill because of <br /> neighborhood parking conflicts that arose from a lack of rules and restrictions for rental occupant <br /> parking. Mr. Onishi explained that renters have been parking along neighborhood streets, and <br /> that he added language to require on-site parking for occupants that reside in dwellings for 180 <br /> days or less. <br /> Planning Director Duane Kanuha came forward for questions and responded to Council Member <br /> Danny Paleka's inquiry about"how parking is verified." Mr. Kanuha stated that parking stalls <br /> are allocated when plans for structures come in. Mr. Kanuha also stated that there are <br /> mechanisms in place to find out if there is parking on site. <br /> Council Member Margaret Wille stated that for rentals located on a street where parking is <br /> available, this would not be an issue. <br /> Mr. Onishi responded to Ms. Wille and explained that this bill is for cases when a complaint is <br /> made by neighbors regarding parking, so that there will be authority for enforcement. <br /> This measure was then referred to the Planning Director and the Windward and Leeward <br /> Planning Commissions for recommendations. <br /> On April 4, 2017, this measure came back to the Planning Committee together with <br /> Communication No. 186 from Mayor Kim, transmitting the favorable recommendations of the <br /> Windward and Leeward Planning Commissions, and suggested revisions of the Planning <br /> Director. <br /> PC Report No. 9 <br />
