Your Committee on Planning, to which was referred Bill No. 22, reports as follows:
Bill No. 22, transmitted by Mayor Harry Kim, via Communication No. 181, dated March 8,
2017, amends Section 25-8-13 (Puako-Anaeho`omalu Zone Map), Article 8, Chapter 25 (Zoning
Code) of the Hawai`i County Code 1983 (2016 edition, as amended), by changing the District
Classification from Agricultural-Five Acres (A-5a) to Industrial-Commercial Mixed-20,000
square feet(MCX-20) at Waikoloa, South Kohala, Hawai`i, covered by Tax Map Key:
6-8-001:058. (Applicant: RB2 Investors, LLC)(Area: approx. 1,756 acres)
This measure would allow a change of zone that allows the applicant to modify and incorporate
an existing building and parking lot, add two additional buildings and additional parking to
support a 20-unit commercial and light industrial lease space for businesses, offices, self-storage,
and a restaurant.
The Planning Department and The Leeward Planning Commission forwarded its favorable
recommendations.
Mr. Roger Harris, representing the owner and applicant, RB2 Investors, LLC, came forward to
provide information and answer questions. He explained that this property is located
approximately one mile inland from shoreline of the Mauna Lani resort, and a quarter of a mile
from Mauna Lani shops. The intention is to take the old Mauna Lani school site, which was shut
down from lack of demand, and fix up the old building and rent it out for various lower key uses
than the shopping area, including a mini-storage building.
Mr. Harris stated that he agrees with the recommended conditions of the Planning Department
except for Condition F, which applies to business zoning.
Mr. Harris explained that there are resort standard shoulders at Mauna Lani and that there are no
typical business sections. The additional language he would like to provide would allow for
shoulders identical to what currently exist, which is a 6.5 foot shoulder from the white striped
edge. He further states that the grading has been done and the pavement improvement would be
added. He further commented that he has had conversations with Kiran Emler with the Building
Department, who is fine with this proposal.

Ms. Jackson stated that the Planning Director has no objections to the language suggested by
Mr. Harris, however, the Director would like to add language to require the approval of the
Department of Public Works, so that there will be a mechanism for their review of the
construction plans.
Council Member Tim Richards stated that this project is in his District, and that he will work
together with the Planning Department to prepare an amendment by first reading, and that
someone from the Department of Public Works will be available at first reading.
Your Committee on Planning is in accord with the purpose and intent of Bill No. 22, and
recommends its passage on first reading.
