Overtime Salary & Wages reduced from $802,000 to $319,256 i. Results in available overtime funding of only $700 per applicable position for the entire fiscal year. ii. Overtime earned here is for recall to emergency incidents requiring additional personnel (Large Fires, Search and Rescue, etc.), filling of critical on-duty shortages, attendance at mandatory training. b. Rank for Rank Contract provision funding reduced from $2,012,256 to $0 i. Contractual requirement. ii. Mayor plans to meet with Union President to discuss. If Union does not agree to forego this provision, it needs to be funded. APPARATUS REPLACEMENT PROGRAM Requesting funding amount of$20,000 1. 5221.02.111, Fire Protection-OCE, Rental/Lease of Equipment a. Please refer to attached spreadsheet b. Replacement apparatus for Waikoloa was approved for FY 16/17 but approval cancelled by Finance Department due to funding issues for FY 16/17. HFD Informed to resubmit for FY 17/18. c. Supplemental Budget Request for Waikoloa and Keauhou Apparatus not in current FY 17/18 budget. i. Requires only one month of funding on the line item to allow HFD to place it out to Bid. Apparatus takes 1 year for build. ii. HFD Not asking for any additional funding. Payments from the 2012 lease will end in 2017. HFD Requesting funding be kept in budget from 2012 lease to start new lease in 2018. iii. Delaying program another year will result in larger bulk purchases being needed in very near future. HAZMAT EQUIPMENT REQUEST Requesting funding amount of$82,000 1. 5221.02.231, Fire Protection-OCE, Public Safety Supplies a. Hazmat Response suits are due for replacement. i. 10 year usability lifespan for entry. Suits expire in 2018 ii. Require 10 Class A and 10 Class B entry suits. iii. Refer to attached informational sheets FIREWORKS ENFORCEMENT 1. 5222.02.341, Fireworks enforcement-OCE Misc, Charges, Public Display c. In light of budgetary cuts, Department does not support the use of$30,000 for fireworks display. i. Fireworks show is funded through Fireworks permitting fees. ii. Fireworks show funding is not a mandated use of fireworks fee revenue. iii. The garment shall be constructed from a multiple layer film based composite material comprised of a fire retardant treated non-woven fabric laminated on the outside with a metallized polyester chemical barrier film and laminated on the inside with an additional chemical barrier film.A heat blocking and fire retardant adhesive is used on the outside lamination and a fire retardant adhesive is used on the inside lamination.The garment is 4 reflective silver in color. li 2. All seams shall be stitched with nylon thread and covered with high visibility orange heat sealed seam tape on outside of the seam and another layer of white tape on the inside.The seam tape used to cover the seams shall be of a similar composition as the films used in the base fabric and offer the same chemical resistance as the fabric. r 3. The garment shall be a front entry, expanded back design with a 48"gas tight PVC zipper. The zipper shall have E' heavy-duty metal teeth. The expanded backpack of the garment shall be sized to accommodate an SCBA. h 5. The expanded view visor shall be made of a 40 mil FR PVC lens,with 5 mil FEP overlay. !- 6. The garment shall be constructed with sock boots made from Zytron®500 chemical barrier fabric to improve comfort and fit with a chemical over boot.The boot area shall be covered by a splash guard made of the suit material. 7. The garment shall have knee reinforcements 8. The garment shall be constructed with sleeves designed such as to allow the worker to easily remove his hands into the inside of the suit, but without excessive material under the arms which can catch on sharp objects. Garment shall be tested to ASTM F 1930, Test Method for Evaluation of Flame Resistant Clothing for Protection Against Flash Fire Simulations Using an Instrumented Manikin,and exhibit zero percent body burn during a six second exposure. 3. Garment fabric shall be tested to ISO 17492, Clothing for Protection against Heat and Flame, and exhibit a thermal protective performance(TPP)value of thirty two. 4. Garment fabric shall be tested to ASTM F 739, Standard Test Method for Resistance of Protective Clothing Materials to Permeation by Liquids or Gases Under Conditions of Continuous Contact,and exhibit no breakthrough for at least eight hours against a minimum of 150 chemicals. Service Requirements 1. The manufacturer shall have the HazMatchc technical information support system that includes an online and app based software selection program. (. 2. The garments shall have a breast logo that includes the ChemScanTM QR code that provides real time access to chemical test data for the fabrics. 3. The garments shall be manufactured in the USA, 4.
