RESOLUTION NO. 167 17 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO FRIENDS OF NELHA FOR THE 8TH ANNUAL OCEAN ENERGY AND ECONOMIC DEVELOPMENT SYMPOSIUM AND WORKSHOP. WHEREAS, Friends of NELHA(FON) is a 501(c)(3)nonprofit whose mission is to provide education and outreach at the Natural Energy Laboratory Hawai`i Authority(NELHA) for the responsible and sustainable use of renewable resources for energy, aquaculture, and ocean technology; and WHEREAS NELHA is a state-operated ocean science and technologypark at Keahole p Point, and is home to the world's largest operational Ocean Thermal Energy Conversion(OTEC) plant; and WHEREAS,NELHA is recognized worldwide as an unique and innovative ocean research,business, and technology park; and WHEREAS,pursuant to Resolution No. 42-11, Draft 2,the County of Hawaii and Kumejima, Okinawa established a Sister-City relationship based on shared commonalities— Kumejima and Hawai`i Island are two of the few locations in the world that have a deep seawater pipeline and operational OTEC facilities; and WHEREAS, one of the projects created in accordance with the Kumejima and Hawai`i Island Sister-City partnership is an annual Ocean Energy Workshop and Symposium focusing on OTEC and ocean energy innovations; and WHEREAS, since 2010, Kumejima and Hawai`i Island have alternated years hosting this annual symposium and workshop; and WHEREAS,this year, FON will plan, facilitate, and host the 8th Annual Ocean Energy and Economic Development Symposium and Workshop, which will be held on June 23 and 24, 2017; and WHEREAS, FON is requesting funds to assist with the expenses relating to workshop materials, meals, and transportation to support the 8th Annual Ocean Energy and Economic Development Symposium and Workshop; and WHEREAS, the Department of Research and Development provides assistance to Hawai`i Island's science and tech sector, including research, education, and businesses; and WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment,materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that Contingency Relief funds from Council District 7 will be appropriated to the Department of Research and Development to provide a grant to Friends of NELHA to plan, facilitate, and host the 8th Annual Ocean Energy and Economic Development Symposium and Workshop. BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby transfers/appropriates the following amount as set forth below: FUND: General AMOUNT OF APPROPRIATION: $5,000 OUT AND FROM: 010.101.5101.91 Clerk-Council SVC—Contingency Relief $5,000 CREDITED TO: 010.161.5163.20 Department of Research and Development $5,000 Business Development—R&D 115 Misc. Contract Services (Friends of NELHA—Symposium and Workshop) 2 BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Director of Research and Development and Director of Finance, and that the Director of Finance is hereby authorized to make the necessary transfers in accordance with the terms of this resolution.
