RESOLUTION NO. 168
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE BIG ISLAND
RESOURCE CONSERVATION AND DTEVELOPMENT COUNCIL TO ASSIST THE
KONA SOIL AND WATER CONSERVATION DISTRICT WITH COSTS FOR
EDUCATIONAL MATERIALS AND WORKSHOPS.
WHEREAS,the Big Island Resource Conservation and Development Council
(BIRCDC) is a 501(c)(3) nonprofit organization whose mission is to assist the people of Hawai`i
Island in achieving sustainable development while caring for and appreciating their natural
environment; and
WHEREAS, over the last 50 years, land degradation and soil depletion have caused
severe damage to the coffee and macadamia nut crops and productive native forests within the
Kona district; and
WHEREAS, BIRCDC is collaborating with the Kona Soil and Water Conservation
District(KSWCD), a government subdivision of the State, to develop educational materials and
conduct workshops relating to land degradation and soil depletion in the Kona district; and
WHEREAS,the purpose of this outreach project is to educate the Kona residents on
what can be done to improve soils,plant life, and the overall environment; and
WHEREAS, the BIRCDC is requesting funds to assist KSWCD with costs associated
with producing educational materials_and conducting workshops; and
WHEREAS,the Department of Research and Development supports sustainable
agricultural practices and educational opportunities designed to promote the industry; and
WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment,materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 7 will be appropriated to the Department of
Research and Development to provide a grant to the Big Island Resource Conservation and
Development Council to assist the Kona Soil and Water Conservation District with costs for
educational materals and workshops.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Research and Development and Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
