RESOLUTION NO. 170 17
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO ASSIST THE POLICE DEPARTMENT WITH
ITS FOOTBALL COMBINE/CLINIC AND 7-ON-7 YOUTH FOOTBALL
TOURNAMENT.
W HEREAS,the Hawai`i Isle Police Activities League (HI-PAL) is a proactive program
of the Police Department that encourages and engages youth to participate in constructive and
supervised athletic activities; and
W HEREAS, HI-PAL will be hosting a football combine/clinic and a 7-on-7 football
tournament for Hawai`i Island's youth at Pana`ewa Park in Hilo; and
WHEREAS,the football combine/clinic will be held on June 10, 2017, and will test
youth athletes using various speed, agility, and strength drills; and
WHEREAS,the youth football tournament, 7-on-7 Battle by the Bay, will be a two-day
event on June 11-12, 2017; and
WHEREAS, HI-PAL is requesting funds to help with officiating fees and to purchase
T-Shirts for all participants of the 7-on-7 youth football tournament; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 4 will be appropriated to the Police Department
to assist with its HI-PAL football combine/clinic and 7-on-7 youth football tournament.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the followingamount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Chief of Police and Director of Finance, and that the Director of Finance is
hereby authorized to make the necessary transfers in accordance with the terms of this resolution.
