RESOLUTION NO. 179 17
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE RAINBOW
FRIENDS ANIMAL SANCTUARY FOR ITS SPAY/NEUTER CLINIC FOR FERAL
CATS.
WHEREAS,the Rainbow Friends Animal Sanctuary is a 501(c)(3)nonprofit
organization located in Council District 5 that conducts a spay/neuter clinic at least once a month
to help reduce and control the feral cat population; and
WHEREAS, feral cats are listed among the most harmful invasive species, globally, by
the International Union for the Conservation of Nature; and
WHEREAS,the veterinarian working with the Rainbow Friends Animal Sanctuary
charges $35 to spay or neuter each cat; and
WHEREAS, the Rainbow Friends Animal Sanctuary is requesting funds to assist with
the cost to spay or neuter 42 feral cats in the Puna area; and
WHEREAS,the Department of Research and Development supports Rainbow Friends
Animal Sanctuary's spay/neuter clinics, because they are in alignment with the department's
mission to enhance the quality of life and sustainability of Hawai`i Island's communities through
community development programs; and
WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event, activity,
service, equipment,materials, or supplies for which the grant shall be used; now,therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 5 will be appropriated to the Department of
Research and Development to provide a grant to the Rainbow Friends Animal Sanctuary for its
spay/neuter clinic for feral cats.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Research and Development and Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
