Re: Operating Budget
The State of Hawai`i Department of Human Services is providing $201,000 to the County
of Hawaii for its Juvenile Intake and Assessment Center in West Hawai`i. Funds will be
used towards establishing and maintaining this service center with a sub-contracted
operator chosen through procurement.
Enclosed is a resolution authorizing the Mayor to enter into an agreement with the State
of Hawai`i Department of Human Services to allow the County to receive funds for this
program. Also enclosed is a bill for an ordinance amending the Operating Budget by
appropriating this $210,000 to the Office of the Prosecuting Attorney's Juvenile Intake
and Assessment Center's (State) account.
The Office of the Prosecuting Attorney requests that this bill and resolution be waived
from the Finance Committee and be placed on the May 3 Council agenda in order to
expedite the receipt of these funds and process during the current fiscal year. If there are

RE: Resolution No. 185-17 : RESOLUTION AUTHORIZING THE OFFICE OF THE
MAYOR TO ENTER INTO AN AGREEMENT WITH THE STATE OF HAWAII
DEPARTMENT OF HUMAN SERVICES, PURSUANT TO HRS 46-7, TO RECEIVE
FUNDS FOR THE COUNTY'S JUVENILE INTAKE AND ASSESSMENT CENTER.

AS AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR
THE FISCAL YEAR ENDING JUNE 30, 2017.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.

A. REQUEST:
We request the Council's permission to accept State Funds in the amount of $210,000.00 from the State of
Hawaii, Department of Human Services. The Office of the Prosecutor, is receiving the award beginning
FY17 (June 1, 2017) in the amount of$210,000.
The funds will be utilized to establish and maintain a Juvenile Intake and Assessment Center in West
Hawaii. The service center will be operated by a sub-contracted provider chosen through procurement.
We also request to amend Ordinance 16-72 as amended, the Operating Budget for The County of Hawaii,
for the fiscal year ending June 30, 2017. This would include amending the budget to appropriate the funds to
the project and creating a general ledger account and revenue account for the funds.

We further request waive of further reading so as to expedite this process as time is an issue for this project.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The grant money is to be used for creating and operating a Juvenile Intake and Assesment
Center for youth who police take into custody instead of arresting them when the suspected infractions are
within the guidelines of what the Intake and Assessment Center will accept. Police will turn over the youth to
the Center so that family members can be involved in obtaining services for the youth to address the issues
presented. The goal is to involve the youth in rehabilitative services and counseling when arrest and
incarceration are not appropriate thereby decreasing our youth in the justice system.
This is an expansion of the Big Island Juvenile Intake and Assessment Center program into the West Hawaii
community. Previously funds from the State were Federal funds. This expansion is separate and being
funded by State funds from the State.
