Subject: HPD budget- HIHS Animal Control Contract
I am writing to STRONGLY OPPOSE any more budget handouts to HIHS until further investigation and
forensic audit. Their commingling of funds from their'non-profit'banking and the county contract is a serious
cause for alarm. I am aware this is not the first red flag regarding HIHS, constantly in a shameful light in the
media and among community members. We really need to evaluate where our limited taxpayers funds are
going. and HIHS has received 2 million a year with no public oversight for too long.

It becomes obvious that had we not spent 21 Million in last ten years with no public oversight when
alternatives clearly exist(such as hihs operating out of their own 13 million in donations in 10 years, working
with rescues, educating the community) and improving Animal Welfare Laws, so we dont have the huge
unwanted abused companion animal problem in the first place, we might have the funds to handle serious
Budget needs.People who chain their animals dont do "spay and neuter" Instead HIHS Lobbies against
Animal Welfare Laws at the capitol. This is unacceptable whether they are using 501c3 or county funds. The
commingling of these funds makes it impossible to tell where our money is going and this is a serious Violation.
Unless we take a sane look at the serious issues facing Hawaii Island(the latest sewage disaster in Hilo bay
makes this glaringly obvious) and make sure our County funds are being spent wisely,there will not be much
of a future for us or our keiki here. Do NOT fund HIHS further until we have an audit. They are using these
funds for shady purposes some of which are lobbying against animal welfare, personal use of funds, and
• blocking adoptions to rescues which is criminal -but for hihs less dogs to kill=less funds. Not acceptable.

I am also personally'concerned about HIHS failure to do the most basic tasks - like remove the body of a dead
pig a mile from the shelter. That pig is still there as I write 2 weeks later. The answer is always the same - no
staff on hand. I am also outraged the HIHS would not return an animal I own that is registered and
microchipped to me and called the police when I arrived at the shelter to pick him up. This is outrageous and
unacceptable. I've never seen my dog again and was refused knowledge of his wherabouts.
STRONGLY OPPOSE ANY MORE FUNDS TO HIHS TILL A FORENSIC AUDIT IS DONE.
