Over the years I have come before County Council meetings, pleading that questions be asked and answered to
HIHS on why the tremendously high kill rate of turned in animals continues with little or no improvement to
saving,to adopting,to increasing hold times by increasing kennel space.
I assume as is my birth naïve handicapped that all "Humane Societies"were run to save most animals.The word
"Humane",was in my mind as most of the public to save,adopt, hold until adopt/,foster, but never that more
effort,time would be to"kill".
Recently monies were donated via contingence funds for a sign. Understandably it made sense to do so, but I ask
each of you....our County Council representatives, not to be as naive as I use to be on what HIHS sees as
necessary verses as what really is truly to spend monies on.
Question is how can HIHS improve to decrease their monster high kill rate. My suggestion is to go to the Kea'au
Humane Society,and measure the length and width of their feline holding space which by far falls short for the
number of animals turned in daily.
You will find a 6 ft building for isolation,then a 14ft room divided by a wall, now 7 by 7ft,for adult cats, and 7 by
7ft for kittens. For a human to come into that room,gives no room to sit and spend time with the potential
adoptee. Look at their daily, monthly kill rate and ask, "Could HIHS save to adopt out if they were to increase
their kennel space?"That answer YES!. Instead they ask monies for a sign.
HIHS gives you excuses that they cannot build more kennel space, but they can with sound temporary kennels like
we have at PAWS which are 10 by 30 ft.
HIHS needs to be closely monitored on where the monies are being spent if their kill rate by percentage barely
fallen since I came to this island from Oahu in 2003. In 2006, I rallied with a petition of over 5,000 signatures
collected from our islanders requesting affordable/no cost spay/neuter. This was to increase the spay/neuter
fund. Council Member Bob Jacobson and Mayor Kim gave$25,000 each from their contingency fund to
specifically increasing HIHS S/N fund to$50,000. The unthinkable happened, HIHS increased their purchase
charge for those S/N coupons. Hence Hui Pono Holoholona was started based on this and many other concerning
policies of HIHS that did not save animals or offered more no cost spay/neuter free clinics.
My suggestion is to have a volunteer committee that is unbiased to oversees HIHS, as Ms. Maya Dolena has
proposed so that more animals would be saved and within the present budget,and less contingency funds
requested.
