Your Committee on Finance, to which was referred Bill No. 26, reports as follows:
Bill No. 26, transmitted by Finance Director Collins Tomei, via Communication No. 192 dated
March 30, 2017, adopts a pay plan for persons employed by the County other than those whose
pay is otherwise provided for, designates payroll periods, pay days, prescribes requirements with
respect to official fidelity bonds, and repeals Ordinance No. 16-65 and all amendments thereto,
said ordinance to be known as the Salary Ordinance of 2017.
This bill establishes rates of compensation for appointed employees in the Legislative Branch
and the Office of Housing and Community Development, the County Physician, and Student
Helpers and Senior Community Services Aids for various County agencies. This bill also
incorporates the scheduled increase to minimum wage effective January 1, 2018, into the
proposed Salary Ordinance of 2017.
There was no discussion on this measure.
Pursuant to Article III, Section 3-13 of the Hawaii County Charter, interim amendments
to the ordinance establishing the pay plan for the county may be by resolution of the
Council provided a revised salary ordinance is enacted at least once annually.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 26, and
recommends its passage on first reading.
