RESOLUTION NO. 191 17
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND.CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO KAHUA PA'A MUA,
INC., TO SUPPORT THE BIG ISLAND CHAPTERS OF THE FUTURE FARMERS OF
AMERICA BY PROVIDING FIVE YEAR-END BANQUETS FOR ITS PARTICIPANTS.
WHEREAS, Kahua Pa`a Mua, Inc., is a 501(c)(3) nonprofit organization whose mission
is to enhance communities through economic, conservation, preservation, social, and educational
programs for youth and adults with a focus on agriculture; and
WHEREAS, Kahua Pa'a Mua, Inc., spearheaded a strategic planning session in August
2016 for all existing Big Island Chapters of the Future Farmers of America(FFA), which
enhanced the interest of our high school students to look at agriculture as future careers; and
WHEREAS, Kahua Pa'a Mua, Inc., will be hosting five separate year-end banquets for
existing Big Island Chapters of the FFA to showcase the multitude of accomplishments of FFA
participants, including winning multiple State FFA competitions; and
WHEREAS, these banquets will also feature the installation of officers for the 2017-18
school year, and a recruitment of new chapter members; and
WHEREAS, Kahua Pa`a Mua, Inc., is requesting financial assistance for the rental fee of
the facilities, for equipment such as decorations, tables, chairs, stage, AV equipment,
refreshments, commendations, recognition plaques, FFA proficiency awards of achievements,
and lei; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting-County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment,materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 9 will be appropriated to the Department of
Research and Development to provide a grant to Kahua Pa'a Mua, Inc.,to assist the Big Island
Chapters of the Future Farmers of America.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Research and Development and Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
