RESOLUTION NO. 194 .7
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HOLUALOA
FOUNDATION FOR ARTS & CULTURE TO ASSIST WITH THE "HAPPILY EVER
AFTER-SCHOOL" PROGRAM.
WHEREAS, Holualoa Foundation for Arts & Culture (dba Donkey Mill Art Center-
DMAC) a 501(c)(3) nonprofit organization that provides art education and experiences to people
of all ages; that includes hands-on classes, exhibitions, and events of contemporary visual arts,
crafts and culture; and
WHEREAS, DMAC has launched a new program titled"Happily Ever After-School",
which will take its outreach directly into local neighborhoods to reach more children—
particularly in the crucial after-school hours, when many are unsupervised and without anything
constructive to do; and
WHEREAS, Holualoa Foundation for Arts & Culture is seeking funds to equip an art
van with art supplies like paper, crayons, paint, paintbrushes, and other materials to enhance the
DMAC Happily Ever After-School program; and
WHEREAS, the Department of Liquor Control supports community events that provide
a safe, secure, alcohol-free and drug-free places for children to have activities; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 7 will be appropriated to the Department of
Liquor Control to provide a grant to Holualoa Foundation for Arts & Culture to support Donkey
Mill Art Center's "Happily Ever After-School"program.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
