A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE HILO HAMAKUA
COMMUNITY DEVELOPMENT CORPORATION FOR EXPENSES RELATING TO
THE 2017 HONOKA`A WESTERN WEEK FESTIVAL.
WHEREAS, the 2017 Honoka`a Western Week festival is being organized by the Hilo
Hamakua Community Development Corporation, a 501(c)(3) nonprofit organization, and co-
sponsored with the Department of Parks and Recreation; and
WHEREAS, the Honoka`a Western Week festival is a celebration of paniolo culture that
fosters a true sense of community,tradition, and pride; and
•
WHEREAS, this annual event has been attended by thousands of Hawai`i Island
residents and visitors and has increased economic tourism for Hawai`i Island by promoting
Honoka`a town as a tourist destination; and
WHEREAS, the Hilo Hamakua Community Development Corporation is requesting
funds to help with advertising, marketing coordination, police special duty, miscellaneous
equipment rental, and other related expenses; and
WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment,materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 9 will be appropriated to the Department of
Parks and Recreation to provide a grant to the Hilo Hamdkua Community Development
Corporation to help fund the 2017 Honoka`a Western Week festival.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Parks and Recreation and Director of Finance, and that the Director
of Finance is hereby authorized to make the necessary transfers in accordance with the terms of
this resolution.
