Your Committee on Planning, to which was referred Communication No. 248, reports as
follows:
Communication No. 248, transmitted by Mayor Harry Kim, dated April 11, 2017, nominates
Mr. Thomas Raffipiy of Council District 5 to the Hawai`i County Windward Planning
Commission.
Mr. Raffipiy has lived in Hawaii for over 30 years and is not affiliated with any political party.
If confirmed, he will serve a term ending December 31, 2021.
Ms. Rose Bautista, Executive Assistant to Mayor Kim, introduced Nominee Raffipiy.
Mr. Raffipiy appeared in person for this nomination.
Several Council Members commented in favor of Mr. Raffipiy. The vote was then taken with all
Council Members voting "aye." Chair Eoff stated that Mr. Raffipiy did not need to appear at the
Council meeting on May 17, 2017, for confirmation of his appointment.
Pursuant to Section 6-7.3 of the Hawai`i County Charter, members of the Windward Planning
Commission shall be appointed by the Mayor and confirmed by the Council.
Your Committee on Planning is in accord with the purpose and intent of Communication
No. 248, and recommends confirmation of the appointment of Thomas Raffipiy to the Hawai`i
