Dear Chair Poindexter and Members of the County Council:
SUBJECT: Cost Items, Hawai`i Government Employees Association
Bargaining Units 03, 04 and Employees Excluded from those Bargaining Units
In accordance with Sections 89-11(e) and (g), HRS, attached for council action is a resolution
authorizing the appropriation in future fiscal years of funds to cover the cost items awarded by
the arbitration panel to resolve the impasse between the employers and the Hawai`i Government
Employees Association (HGEA) for Bargaining Units 03 and 04. The award covers the period
from July 1, 2017 through June 30, 2019. Cost items presented for your consideration are
across-the-board increases; one-time bonuses; and elimination of the lowest step for bargaining
units 03, 04 and employees excluded from those bargaining units.
Attached as an exhibit to the resolution is a schedule showing the total cost of these various
adjustments over the two years of the contract. As our costs to operate the County continue to
rise, we have to control all of our costs, including collective bargaining unit agreements. We do
understand that these are some of our lower paid employees and some are included in our at risk
population.
As many of the cost items are effective on July 1, 2017, we ask that this resolution be waived
from the Finance Committee to the full Council meeting scheduled for May 17, 2017.

RE: Resolution No. 209'17 : A RESOLUTION COMMITTING TO FUNDING
THE COST ITEMS AWARDED BY ARBITRATION TO HAWAII GOVERNMENT
EMPLOYEES ASSOCIATION (HGEA) UNITS 03, 04 AND EMPLOYEES EXCLUDED
FROM THOSE UNITS FOR THE CONTRACT PERIOD JULY 1, 2017 THROUGH
JUNE 30, 2019.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous,that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
