Since that time, the costs of improving and maintaining the County's roads, highway infrastructure and mass transit operations has steadily increased. The Department of Public Works and Mass Transit Agency propose an incremental fuel tax increase over the next three fiscal years, with the final increase to occur during Fiscal Year 2019-20 in order to ensure the County's ability to address these needs. Enclosed is a resolution authorizing the County to increase the existing fuel tax of 8.8 cents per gallon incrementally from FY2017-18 through FY2019-20 to a final rate of 23 cents per gallon. REQUEST: The Department of Public Works and Mass Transit Agency propose a fuel tax increase of ten and two- tenths (10.2) cents, increasing the existing fuel tax from 8.8 cents to 19 cents per gallon for fiscal year 2017-2018; increased by an additional two cents per gallon for the Fiscal Year 2018-2019, thereby making the aggregate county of Hawai`i fuel tax on liquid fuel twenty one (21) cents per gallon for the Fiscal Year 2018-2019; increased by an additional two cents per gallon for the Fiscal Year 2019-2020, thereby making the aggregate county of Hawaii fuel tax on liquid fuel twenty three (23) cents per gallon for the Fiscal Year 2019-2020, all to support the safe and efficient operation and maintenance of County roads, mass transit, and highway infrastructure. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): • The County's current fuel tax was set in 1988, and has not been increased for approximately twenty nine years, while costs have steadily increased.
