BILLS FOR ORDINANCES (FIRST READING) Bill 11: ESTABLISHES AN OPERATING BUDGET FOR THE COUNTY OF HAWAI‘I FOR THE FISCAL YEAR JULY 1, 2017, TO JUNE 30, 2018 From Mayor Harry Kim, dated March 1, 2017, transmitting for consideration the proposed Operating Budget for the County of Hawai‘i for the Fiscal Year (FY) ending June 30, 2018. This balanced budget includes estimated revenues and appropriations of $473,998,961, and is 2.38 percent higher than last year’s budget. This draft revises revenues and expenditures for accounts proposed in Draft 1 as follows: General Fund (total adjustments +$16,721,906), Highway Fund (total adjustments +$414,437), Sewer Fund (total adjustments +$369,693), Solid Waste Fund (total adjustments +$959,484), Golf Course Fund (total adjustments +$46,000), and Housing Fund (total adjustments +$329,791). Draft 2 proposes 6 additional positions, for a total of 10 new positions. ; and Bill 11 ESTABLISHES AN OPERATING BUDGET FOR THE COUNTY OF HAWAI‘I (Draft 2): FOR THE FISCAL YEAR JULY 1, 2017, TO JUNE 30, 2018 Proposed Operating Budget for fiscal year ending June 30, 2018, includes estimated revenues and appropriations of $491,241,880. Bill 12: RELATES TO PUBLIC IMPROVEMENTS AND FINANCING THEREOF FOR THE FISCAL YEAR JULY 1, 2017, TO JUNE 30, 2018 From Mayor Harry Kim, dated March 1, 2017, transmitting the proposed Capital Budget for FY 2017-2018, and the Capital Program for the next six years from FY 2017-18 to 2022-23, which includes 37 projects requiring a total appropriation of $130.2 million. Approximately $81.2 million are intended to be funded in whole or part by bonds, $39.3 million to be funded by the State Revolving Loan Fund or State Capital Improvement Projects, $9.66 million to be funded by federal funds, and $45,000 to be funded by Fair Share Contributions. Bill 35: AMENDS CHAPTER 19, ARTICLE 11, SECTION 19-90(e), HAWAIʻI COUNTY CODE 1983 (2016 EDITION, AS AMENDED) RELATING TO THE MINIMUM TAX Raises the minimum real property tax from $100 to $200, and raises the minimum tax for those who receive a home exemption or a totally disabled veterans exemption from $75 to $150, $50 to $100, and $25 to $50; all per graduated scale based assessments. Also eliminates the minimum tax for properties assessed at a market value of $500 or less.
