Your Committee on Public Safety and Mass Transit, to which was referred Communication,
No. 278, reports as follows:
Communication No. 278, transmitted by Mayor Harry Kim, dated April 27, 2017, nominates
Colleen J. Pasco of District 9 to the Hawai`i County's Police Commission.
Ms. Pasco, a school teacher,has been employed by the Department of Education since 1985 and
currently teaches at Kohala High School. She holds a Bachelor of Education degree and has
served two years in the U.S. Army. Ms. Pasco has been a resident of Hawai`i for approximately
27 years. If Ms. Pasco is confirmed, she would serve a term ending December 31, 2021.
Ms. Rose Bautista, Executive Assistant to Mayor Kim, introduced Nominee Pasco. Ms. Pasco
appeared in Chambers and offered a summary of her expertise and responded to questions from
Council Members.
Several Council Members commented in favor of Ms. Pasco. Council Member Chung
commented about the public's sentiment that the Police Commission lacks authority. He
suggested that after she is comfortable in her understanding of the Commission, she brings to any
Council Member her suggestions, if any, for bolstering their authority through either a Charter
amendment or ordinance.
The vote was then taken with eight Council Members voting "aye" and Mr. Richards excused.
Pursuant to Section 7-2.2 of the Hawai`i County Charter, the Mayor shall appoint, with the
approval of Council, a resident of each council district to serve on the Police Commission.

Your Committee on Planning is in accord with the purpose and intent of Communication
No. 278, and recommends confirmation of the appointment of Colleen J. Pasco to the County of
Hawai`i Police Commission.
