Your Committee on Planning, to which was referred Communication No. 276, reports as
follows:
Communication No. 276, transmitted by Mayor Harry Kim, dated April 27, 2017, nominates
Ms. Janice Palma-Glennie of Council District 7 to the Hawai`i County Kona Community
Development Plan Action Committee.
Ms. Rose Bautista, Executive Assistant to Mayor Kim, introduced Ms. Palma-Glennie who
appeared via videoconference from the Kona Council Office. Ms. Palma-Glennie has lived in
Hawai`i for approximately 37 years and is not affiliated with any political party. Ms. Bautista
stated that the term ending date was incorrect in the Mayor's nomination letter. A motion was
made and voted upon to correct the term ending date from May 30, 2020 to May 31, 2020.
Several Council Members commented in favor of Ms. Palma-Glennie. The vote was then taken
with eight Council Members voting "aye." Chair Eoff stated that Ms. Palma-Glennie did not
need to appear at the Council meeting on June 7, 2017, for confirmation of her appointment.
Pursuant to Article 3, Section 16-5 of the Hawai`i County Code, the Community Development
Plan Action Committees shall consist of nine members, and shall be appointed by the Mayor and
approved by the Council.
Your Committee on Planning is in accord with the purpose and intent of Communication
No. 276, and recommends confirmation of the appointment of Janice Palma-Glennie to the
Hawai`i County Kona Community Development Plan Action Committee.
