Re: Operating Budget
A concurrent resolution is being placed on the Council's meeting agenda to transfer
$3,000 from the Clerk-Council Services Contingency Relief account to the Housing
Fund. These funds will be used to provide a grant to Malama 0 Puna to build bus stops
for the community in the Fern Acres subdivision.
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating this
$3,000 to the Office of Housing and Community Development's (OHCD's) Malama 0
Puna account.
The OHCD is requesting that this bill be waived from the Finance Committee and be .
placed on the June 7, 2017 Council Agenda. If there are any questions, please do not
hesitate to contact Neil S. Gyotoku, housing Administrator, at 961-8379.

A. REQUEST:
We request to amend Ordinance 16-72, The 2016-2017 Operating Budget to increase the Budget in the
Housing Fund as follows:
152.3609.11 Transfer from General Fund $3,000
152.461.5466.55 Malama 0 Puna $3,000
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Concurrent resolution is in process to request funding from Clerk Council Services-Contingency Relief funds
from Council District 5 to the Office of Housing and Community Development to provide a pass-through grant
to Malama o' Puna to build bus stops for the community in the Fern Acres Subdivision.
We are requesting these funds to be appropriated in the Housing Fund.
Since there is a concurrent resolution to request funding transfer to the Office of Housing Fund, the OHCD
would like to request a waiver from the Finance Committee and have this bill heard at the Council Meeting
scheduled for June 7, 2017.

RE: Bill No. 42 : AN ORDINANCE TO AMEND ORDINANCE NO. 16-73, AS
AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE
FISCAL YEAR ENDING JUNE 30, 2017.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
