Your Committee on Finance, to which was referred Communication No. 280, reports as follows:
Communication No. 280, transmitted by Mayor Harry Kim dated April 26, 2017, nominates
Dr. Sharon Bintliff of Council District 9 to the Hawai`i County Board of Ethics. •
Dr. Bintliff was introduced by Rose Bautista, Executive Assistant to Mayor Kim, and requested
Council's favorable action of this appointment. Ms. Bautista stated that if Dr. Bintliff is
confirmed, she will fill a term that will expire December 31, 2020, and that she is not affiliated
with any political party.
Nominee Bintliff was present and expressed that it would be an honor to serve on the Ethics
Board. Several Council Members spoke in favor of her nomination.
Chair David informed Dr. Bintliff that she did not need to appear before the full Council for
confirmation.
Pursuant to Article XIV, Section 14-5 of the Hawai`i County Charter, there shall be an Ethics
Board, which shall consist of five members appointed by the mayor with the approval of the
Council.
Your Committee on Finance is in accord with the purpose and intent of Communication 280, and
recommends confirmation of the appointment of Sharon Bintliff to the Hawai`i County Board of
Ethics.
