No. 192-17 PLACE: Council Chambers Hilo, Hawai`i TIME: 10:16 a.m. Council Chair and Members Hawaii County Council Hilo, Hawai`i 96720 Your Committee on Finance, to which was referred Resolution No. 192-17 reports as follows: Resolution No. 192-17, transmitted by Maile David, Finance Chair, via Communication No. 261 dated April 20, 2017, awards a Public Access, Open Space, and Natural Resources Preservation Maintenance Stewardship Grant to Hawai`i Wildlife Fund.. This resolution approves a grant of$13,200 to Hawai`i Wildlife Fund, a 501(c)(3) nonprofit organization, for the purpose of protecting, preserving, and restoring the Kawa properties (Tax Map Keys: 9-5-016:006 & 025; and 9-5-017:005 & 007),pursuant to Section 10-16(a) of the Hawai`i County Charter. Committee Chair Maile David stated this resolution is based on the recommendations of Parks & Recreation to continue the maintenance of the Hawai`i Wildlife Fund to preserve and protect the Kawa lands in Ka`u. Council Member Karen Eoff congratulated Hawaii Wildlife Fund and commented that Kawa is a huge parcel and the more we can do to take care of it, the better. Council Member Dru Kanuha commented on the size of the parcel and how the stewardship grant for$13,200 is not a lot of money to maintain the property. Committee Chair David stated that Hawai`i Wildlife Fund is not the only organization applying for a maintenance grant for Kawa. It is her understanding that other nonprofit organizations will apply for maintenance grants that will provide different maintenance programs for Kawa as well as other PONC properties purchased by the County. Although Kawa is a large parcel, Ms. David stated that collaboration among various nonprofit groups will be a benefit to maintain and protect the property. She also noted that Hawai`i Wildlife Fund has secured matching funds to assist with their maintenance program. FC Report No. 18 FC-18 Page 2 May 16, 2017 Pursuant to Section 10-16 of the Hawai`i County Charter(2016), the Director of Finance maybe authorized to enter into negotiations for the acquisition of property utilizing the Public Access, Open Space, and Natural Resources Preservation Fund.
