Cost Of Hawaii County Government Fred House' May, 2017 Why has the cost of Hawaii County government increased at a rate of more than 3 times the rate of population growth since 2000? While the population of Hawaii Island has increased by 35% from 2000 to 2017,. the Hawaii County Operating budget has ballooned by 179%. At a campaign forum in Kona last year, Mr. Kim strongly criticized Mayor Kenoi's budget for 2016 as "bloated and out of control" (which he would correct if elected). Mayor Kim now wants to increase that "bloated and out of control" budget by 29. million dollars for 2017-2018. Please refer to the attached spreadsheet A for details. In January 2017, Mayor Kim stated there would be no increase in real property tax rates this year. In February, he said there may be real"property tax rate increases. In March, Mayor Kim said there be increases in real property tax rates for 2017-2018. In May, Mayor Kim announced there would be across the board real property tax rate increases of 6.5% for all property classes except affordable rental. With this rate increase, there have been four rate increases from 2008. Tax rates have increased up to 50% depending on the real property class. Hawaii County already has the highest property tax rates in all property classes except 3 in the a State! See attached chart B Four property tax rate increases in eight years have put an immense burden .on low and fixed income taxpayers, especially in West Hawaii where property values are double the values in East Hawaii. Mayor Kim stated that the reason for the tax rate increase was to pay for the increases in employee wage compensation due to union contracts and the shortfall of the TAT revenue, however he then added approximately 10 million dollars for additional expenses including 13 new positions(up from 6 in the Draft 1 budget). Referring to the spreadsheet, the average cost per county employee (wages, health insurance and pension) has increased by 55% from 2005 to 2017. The 2017 average cost per employee is $113, 675. Thesenumbers were calculated by taking 70% of the. Operating budget and dividing by the number of permanent employees. Temporary positions were not included because it could not be determined if these are grant funded or county funded. The 6.1% increase in the proposed Operating budget isgreater than the average annual real property appreciation rate. If this increase is approved this year, how is the County going. to pay for next year's budget? Another tax rate increase? The proposed increase of 13 new positions brings a concerning issue to mind: During Mayor Kim's second term in 2005 to 2008, he increased the Operating budget by 42% and created 326 new positions. The sub prime interest recession struck in late 2008, mandating very painful major layoffs and furloughs for all county employees. There is no question if another recession will happen, only when. Is Hawaii County prepared for the next. recession? Current economic cycles are about g to 12 years long. Although times are reasonably good now., we are now in the ninth. year of this economic cycle. At current record spending levels, Hawaii County is at severe risk of having another economic disaster such as the one that occurred in 2008.. Hawaii County must take immediate cost reduction actions to reduce this risk.. Recommendations.: As the largest component of the Operating budget is employee costs, serious action must be takento reduce these costs. Immediately institute a hiring freeze on all new positions and unfund all vacant positions. Closely evaluate all other Operating budget items to find cost savings. The Grassroots Institute of Hawaii examined statistics from the U.-S. Bureau of Economic Analysis, which showed that county workers across the state's four counties made, on average, roughly $61,365 per year, The total was listed .as more than. $12,000 per year higher than the national average of $48,053 per county employee. When adjusted for Hawaii's high cost of living, the report says, county employees in Hawaii are still the sixth-highest paid in the country, which remains about the national. average, There are just under 20,000 people in Hawaii who are employed by one of the state's four counties, the report says.
