Chung, Council Member RE: Proposed Amendment to Resolution No. 213-17; A Resolution Determining the Real Property Tax Rates for the County of Hawai`i for the Fiscal Year July 1, 2017, to June 30, 2018. Below is a proposed amendment to Resolution No. 213-17 to insert a new clause to revert the real property tax rates for fiscal year 2018-2019 back to the rates of fiscal year 2016-2017. The proposed amendment is illustrated below in Ramseyer format with respect to Resolution No. 213-17; material to be added is underscored. Due to the time constraints, a clean copy of Resolution No. 213-17, Draft 2, is not attached. Resolution No. 213-17 is amended by adding a third BE IT FURTHER RESOLVED clause to read as follows: "BE IT FURTHER RESOLVED that for the purpose of encouraging both the legislative and administrative branches of county government to explore and implement cost-cutting measures and revenue-generating options that do not include real property tax increases,the Council of the County of Hawai`i hereby declares its intent to have the real property tax rates for the fiscal year 2018-2019 revert to those rates applied to fiscal year 2016-2017, and the Mayor's amended operating budget for fiscal year 2018-2019 should, as much as practicable,incorporate estimated real property tax revenues utilizing the real property tax rates of 2016-2017."
