Levin dated August 4, 19 76 , recommending that the Council take the lead in improving the merit system of civil service, by writing into the County Code of Ethics , that no elected official may, directly or indirectly, recommend any person for a civil service position or in any way attempt to influence the filling of any civil service vacancy. This would give the general public added trust and confidence in the civil service system and it would free not only persons making appointments but the elected officials themselves from the political pressures that sometimes unduly influence the decision-making process . 1960 . 1: From Mayor Herbert T. Matayoshi dated August 25 , 19 76, informing that since employment by elected officials is regulated by Section 76-92, HRS , it seems the correct procedure would be to amend that section if changes are desired. On the basis of recent Federal exposures in this area, feels there is merit in Councilman Levin' s proposals , but suggests the subject be referred to the Council' s Legislative Committee for further consideration as a statutory amendment. Lai dated November 16 , 1976 requesting an ordinance be drafted to amend the County Charter to limit the number of terms that a Council member may serve to two consecutive four-year terms . ARMY OPERATIONS AND ACTIVITIES IN HAWAII From Thomas U. Greer, Major General, USA, Commanding, Department of the Army, dated December 1, 19 76 , asking help and assistance to inform and assure both the public and private sectors that the efforts of Marshall Kaplan, Gans and Yamamoto, consultants who will be assessing the impact of U. S. Army operations and activities in Hawaii , are supportive of programs in Hawaii that contribute progressively and actively to the restoration and protection of the natural environment. Receive and file; and request County Clerk to communicate with Major General Greer to keep the Council informed on the progress of the impact statement. 4 (!- No. 26 : GENERAL PIAN UPDATE PROGRAM From Planning Director Raymond Suefuji dated December 10, 1976, informing that they have started on the General Plan review program in accordance with Ordinance 439 and submits a working paper which discusses generally how the Plan review program will be conducted. Encourages Council' s early participation, particularly at the various community meetings . Receive and file; and request Planning Director to submit schedule of meetings to the Council. No. 34: ORDINANCE 184 - AMENDMENTS TO KALAPANA-KAIMU AREA Copy of letter to Planning Department from William K. Kaawaloa, President, Kalapana Community Organization, dated December 6, 1976 urgently requesting that Ordinance No. 184 be extended for one year to December 31, 1977. Receive and file. , C- No. 35 : REZONING REQUEST - RICHARD SILVA et al (Bill 268 ) KAHEI ,. NORTH KOHALA (TMK: 5-5-01:53 and 55 ) From Planning Commission Chairman Leon K. Sterling, Jr. , dated December 15 , 1976 transmitting for adoption a bill 111 111 PC-2 - 3 - January 11, 1977 No. 35 : to change the district classification for 18. 3 acres (Con' t. ) of land from an Agricultural 20-acre (A-20a) to an Agricultural 5-acre (A-5a) zoned district at Kahei Homesteads , Kahei , North Kohala. Delete Condition (C) of Bill 268 and recommend passage of said bill, as revised, on first reading. �No. 60 : HOUSING ASSISTANCE PAYMENT PROGRAM From Housing Administrator Megumi Kon, Hawaii County Housing Agency, dated December 23 , 1976 , informing that they have received the fully-executed contract with HUD for the Section 8 housing assistance payment program, and that the new allocation will be made available to eligible families beginning Monday, December 27, 1976. Receive and file. *o. 65 : ENVIRONMENTAL ADVISORY COMMISSION (C-1388) From Planning Director Raymond Suefuji dated December 28, 19 76, commenting on the creation of an Environmental Advisory Commission. ORDINANCES 4 Bill 273 : DEFERRAL OF AMENDMENTS TO ZONING CODE RELATING TO (C-55 ) KALAPANA-KAIMU AREA Relating to the deferral of amendments to Chapter 8 (Zoning Code) of the Hawaii County Code, as amended, relating to the Kalapana-Kaimu area. (Intr. by: Mr. Fujii ) Recommend amendment to Section 2 of Bill 273 and refer said bill, as amended, to the Planning Director for consideration. Bill 274 : COUNCIL MEMBER'S TERM OF OFFICE (C-2096) An ordinance proposing an amendment to Article III , Section 3-2, Composition and Terms, Legislative Branch, Hawaii County .Charter, limiting the number of terms a member of the County Council may serve. Direct the administration to comply with Motion 2 and not enforce the requirements of the Park Dedication Code in any rezoning petitions , subdivision applica- tions or like documents until such time as law is enacted. (Kawahara/Lai ) Further request the Planning Department to submit a position paper and recommendations on the Park Dedication Code.
