Chairman and Members of the Hawaii County Council Hilo, Hawaii The following are the recommendations of the Committee on Planning which were considered at its meeting of March 23 , 1977 : COMMUNICATIONS No. 26. 1: GENERAL PLAN UPDATE PROGRAM (C-26/PC-2 ) From Acting Planning Director Sidney Fuke dated March 10, 1977 informing that no definite schedule for the General Plan Update Program has yet been scheduled and that they intend to schedule meetings with the public through the Planning Commission sometime dpa.ring the summer. As soon as firm dates are established, assures thatthey will keep the Council fully informed. Receive and file. No. 152 . 1: PARKER RANCH - NO TRESPASSING SIGNS From Mayor Herbert T. Matayoshi dated March 4, 1977, informing that he has responded to Mr. John W. Goeman' s February 4, 1977 letter. Advises it is not a County road and it is their understanding that Parker Ranch has a use permit over the land owned by Hawaiian Home Lands . Receive and file. Tajiri dated March 4, 1977, submitting for information, copy of letter from The Episcopal Church in Hawaii , Diocesan Offices , and his reply relative to their Resolution "K'1 expressing their "deep concern for the inconsistencies in the redesignation of agricultural and conservation lands within this State, and request (for) a more prudent and effective plan for the future use of all available lands in the State of Hawaii. No. 218 : PARK DEDICATION CODE (REC. 1/PC-2 ) From Planning Director Raymond Suefuji dated March 2, 1977, advising that their position relative to the concept of park dedication at the time of subdivision approval has not changed; that Ordinance 129 is not only mandated by state statutes but is equitable and progressive. Informs they would be happy to provide their analysis if the Council can identify areas or standards in the ordinance where it feels some adjust- ments could be made. Receive and file. Receive and file. �No. 223 : REZONING APPLICATION IN HAWAIIAN PARADISE PARK From David Soderlund, President, Paradise Park Hui Hanalike, dated March 14, 1977, requesting assistance e in expediting and approving the rezoning application of 54 acres in Hawaiian Paradise Park from Open to Agriculture. Informs their association will be signing a settlement agreement with the Corporation whereby the Corporation will pave approximately 8.5 miles of roads within the Park; said agreement is conditioned on the rezoning of those acres . TMK: 7-8-10 : 25 , 36 (por) , 45 and 46 Copy of letter to Rainalter Holdings , Ltd. , from Planning Commission Chairman dated March 15 , 1977, informing that the Commission voted to approve a one- year extension until January 18, 1978. to commence construction of the 110-unit condominium project, subject to the condition that all applicable conditions stated in the Planned Development Permit be complied with. Receive and file. No. 230 : SUBDIVISION STANDARDS From Councilman William S. Kawahara dated March 10 , 1977 recommending subdivision standards be relaxed to make farm lots available to a wider range of potential farmers and to subdivide properties for settling of estates without the necessity of expensive on-site improvements . Request Councilman Kawahara to draft bill for an ordinance for Council' s consideration. Jitchaku dated March 4, 1977, transmitting for adoption, a bill to change the district classification from an Agricultural 20-acre (A-20a) , to an Agricultural 5-acre (A-5a) zoned district at Kohanaiki Homesteads , North Kona.
