requesting adoption of Resolution 106 authorizing the
filing of the application with the Department of Housing
and Urban Development for Community Development Block
Grant funds , and designating the Mayor as its executor.

From Joseph W. Andrews , President, Hawaii Island Chamber
of Commerce, dated May 13 , 1977 informing that they
strongly favor the basic idea of establishing processing
and support facilities for manganese nodules on this
island. Urges the County Council and County Adminis-
tration to issue very quickly an expression of general

PROCESSING OF APPLICATIONS FOR PLANNING APPROVAL
From Francis A. Wong, State Senator, dated April 12,
1977, transmitting a copy of Senate Resolution No. 328,
requesting the counties to adopt procedures to simplify
and expedite processing of applications for planning
approval.

No. 322 : FEASIBILITY STUDY - REZONING OF LAND ADJACENT TO THE
UNIVERSITY OF HAWAII AT HI LO
Resolution introduced on May 5 , 1977 by Senators Duncan
Galland and Jon E. Harlan, Associated Students of
University of Hawaii Hilo College, urging the County
Council to conduct a feasibility study to determine
the possibility of rezoning land adjacent to the
University from residential to commercial usage.

Planning Director Sidney Fuke dated May 13 , 1977,
acknowledging receipt of their resolution relating
to the rezoning of some areas in and around the
University of Hawaii for commercial uses . Informs
they are presently developing a work priority schedule
for the rest of the year and in the process of clarifying
the work priority list, assures that they will give the
start of this study their most serious consideration.

RESOLUTION
/No. 107: MANGANESE NODUTF, PROCESSING PLAN
Endorses the location of the manganese nodule processing
plan within the County of Hawaii and encourages all
levels of government to work very closely with the private
sector in its efforts towards this endeavor.
