The following are the recommendations of the Committee on Planning which
were considered at its meeting of August 24, 1977 :
COMMUNICATIONS
�No. 93.4: COMMUNITY DEVELOPMENT BLOCK GRANT
From Mayor Herbert T. Matayoshi dated August 12, 1977,
transmitting for information, a letter from HUD granting
approval for a "discretionary type grant" to finance a
portion of the site improvements for the Kulaimano Elderly
Housing Project.
93.5 : From Housing Administrator Megumi Kon dated August 8, 1977,
submitting the 1977-78 Community Development Block Grant
Program listing the projects and conditions attached
to the Grant, and informs they will carefully monitor
all the projects for compliance. Advises it would be
best to have the Corporation Counsel interpret the require-
ments of Item 11 of the conditions and determine how it
may affect each member of the . Council.

�No. 454: EIS FOR PROPOSED KE-AHOLE AGRICULTURAL PARK
From John Farias , Jr. , Chairman, Board of Agriculture,
dated July 22, 1977, informing that they are in the
process of preparing the Environmental Impact Statement
for the proposed agricultural park at Ke-ahole and attaches
information submitted as the EIS preparation notice.
Informs also that they would appreciate receiving comments
and concerns relating to the subject project by August 25 ,
1977 or sooner.

From Councilwoman Merle K. Lai dated August 15 , 1977,
suggesting the County seriously begin to plan for the
implementation of a "Foreign Trade Zone” to foster
international trade in and out of Hawaii County and
that the Committee request a curret up-date of all
developments regarding FTZ on the Big Island from the
Department of Research and Development.

'No. 478 : HAWAII GEOTHERMAL PROJECT
From Mayor Herbert T. Matayoshi dated August 3 , 1977,
transmitting letter sent to Dr. James C. Bresee,
Director, Geothermal Division, ERDA, covering his
views and concerns regarding geothermal development
on the Big Island and requests Council' s comments
and suggestions to improve their approach to an
early and orderly development of this or other natural
energy resources .

No. 502: AMENDMENT TO CHAPTER 2 (ADMINISTRATIVE CODE)
(Bill 331) CENTRAL COORDINATING AGENCY
From Planning Commission Chairman Lorraine R. Jitchaku
dated August 17, 1977 submitting for approval, a bill
to designate the Planning Department as the central
coordinating agency for the County of Hawaii, as required
by Act 74 which mandated each county to formally designate
by August 31, 1977 an existing county agency as the
Central Coordinating Agency (CCA) .
Informs no funds for personnel were included with this -
bill or the State law and recommends the need for
adequate staffing and funding to carry out the duties
of the Central Coordinating Agency by the Planning
Department.
Approve and recommend passage of
Bill 331 on first reading.
