The following are the recommendations of the Committee on Planning which
were considered at its meeting of February 22 , 1978:
COMMUNICATIONS
'No. 600. 3 : THE HAWAII STATE PLAN
From Hideto Kono, Director, Department of Planning
and Economic Development, dated January 27, 1978,
apprising the Council of statewide concerns that are
being addressed through the Hawaii State Plan and
asks the Council to apprise them of specific
provisions in the draft legislation which may impose
hardships on areas of County responsibility.

transmitting for information, materials in regards
to The Hawaii State, Plan.

No. 676: ALTERNATIVE STRATEGIES FOR TOURISM DEVELOPMENT
From Planning Director Sidney Fuke dated January' 23,
1978, reportiA4g on alternative strategies for tourism
development. Recognizing the need to have a thorough
understanding of the broader economic picture of the
Big Island before a program for tourism development can
be formulated, informs they have contracted Stanford
Research Institute to do the economic development plan.

�No. 681 : TERMINATION OF FREIGHT SERVICES - HAWAIIAN AIRLINES
From Masami (Sparky) Niimi , President, Hilo Florist
and Shippers Association, dated February 1 , 1978,
objecting to Hawaiian Airlines terminating their
freight services to the Big Island because of its
effect on the shipment of agricultural products.

resolution expressing Council ' s
concern on the termination of
freight services by Hawaiian
Airlines.
No. 682 : AQUACULTURE
From Clarence W. Garcia, Director of Research and
Development, dated February 7, 1978, transmitting a
report of various aquaculture systems of interest to
Hawaii County today.

No. 685 : HOME RULE
From Mayor Frank F. Fasi , City and County of Honolulu,
dated February 7 , 1978, expressing his concern over
the home rule issue. Informs it is incumbent upon
all counties to oppose the piecemeal destruction of
county land use powers and that a concerted effort on
the part of all counties is necessary to impact on
legislative and Constitutional Convention decisions.

No. 686 : CANDIDATE FOR 1978 NACO COUNTY ACHIEVEMENT AWARD
Copy of letter to National Association of Counties
from Mayor Herbert T. Matayoshi dated February 9 ,
1978, submitting the Kailua Village Design Plan as
a candidate for the 1978 NACO County Achievement
Award.

No. 710 : UNIVERSITY FARM CONCEPT
From Councilman James L. K. Dahlberg to Ruth Oshiro,
Chairman of the Board of Regents , University of
Hawaii, dated February 22 , 1.978, supporting the idea
that the University of Hawaii at H±''lo be permitted to
have the land laboratory facilities in order to
provide its students , both in the College of
Agriculture and the Agriculture Department of Hawaii
Community College, ready opportunity to gain first-
hand experience in practical agriculture and
recommends its implementation as soon as possible.
Approve testimony to be made by
Councilman Dahlberg at the Board
of Regents meeting in Hilo on
March 1 , 1978.
