Copy of letter to Ms. Helen K. Lindley from Planning
Director Sidney Fuke dated February 15, 1978, approving
a one-year time extension until January 25, 1979, to
commence construction as stipulated in Condition B of
Ordinance No. 594 and requests submittal of a progress
report on the development of the project no later than
July 1, 1978.

SUBDIVISION STANDARDS

the Council for its participation in their recent
annual meeting and formally transmits position paper
on agricultural subdivision standards that was approved
for distribution by the directors.

transmitting copy of a letter to James Dahlberg, ATC
Chairman, dated March 21, 1977, commenting on the Hawaii
Leeward Planning Conference' s position paper on
agricultural subdivision standards.

Leeward Planning Conference and Robert Tsuyemura,
Agricultural Committee Chairman, Vice President,
Oceanic Properties, Inc. , dated February 22, 1978,
requesting the Council to initiate the review
process of agricultural subdivision standards as
potential farmers and landowners are caught in a
dilemma because high development costs prohibit the
landowner from offering land to the farmerat a
price the farmer can afford; to put more land into
agricultural use, realistic standards for agricultural
subdivisions must be formulated.

No. 522. 1: OPPOSITION OF. NEW RETAIL SHOPPING AREA FOR HILO
From Tony Taniguchi,' President, Hilo Downtown
Improvement Association, dated February 24, 1978,
restating their opposition to a new retail shopping
area for Hilo until such time as the population growth
can support such a development without hurting
existing commercial enterprises and urges the County
Council to concentrate its efforts to bring in new
basic industries to provide future economic
opportunities.
