were considered at its meeting of June 23 , 1978:

submitting for approval, a proposed calendar covering
the first six months of the fiscal year 1978-1979.
Approve calendar of Council and
Committee meetings as submitted
and request Council Chairman to
consider scheduling a Council
meeting in Kona within this
period.
C _ No. 803 : AMENDMENT TO COUNCIL RULES AND REGULATIONS
From Takashi Domingo, Chairman, Committee on Planning,
dated April 17 , 1978, submitting for favorable
disposition, proposals to amend the Council ' s Rules of
Procedure.

expressing her views and comments on proposed amendments
to the Council ' s Rules of Procedure, as submitted by
PC Chairman Takashi Domingo (C-803 ) .

, .2,C- No. 803. 2: From Takashi Domingo, Chairman, Committee on Planning,
dated June 14, 1978, submitting for further
consideration, an amendment to his letter of April 17,
1978 (C-803) , regarding the Council ' s Rules of
Procedure, more specifically, Rule 19-3 , Statements
from the Public. Recommends that Rule 19 remain as
is with only the following subsection to 19-3,(b) - be
made as follows :
(1) After each speaker has made a presentation,
any Council member, after first securing
permissionfromthe Presiding Officer, may ask
the testifier to clarify points of the presenta-
tion. Only those exchanges that are intended
to seek such clarification shall be allowed.
No debating shall be permitted and all speakers ,
be it Council member or testifier, shall a be
recognized by the Presiding Officer before
speaking.
Accept recommendation to amend
Council ' s Rules of Procedures to
add subsection, as contained in
C-803. 2 , to Rule 19-3 (b) ,

/No. 813 : , APPLICATION OF "THE LODGE" FOR VARIANCE FROM
CHAPTER 10 , -HAWAII COUNTY CODE
From Deputy Corporation Counsel Alan M. Okamoto dated
May 19, 1978, transmitting a letter from Richard
Mitchell , Manager, The Lodge, requesting a variance
pursuant to Chapter 10 , Article 1, Section 4, Hawaii
County Code, to erect a. second directional sign for
their motel.
,Qee,, c , 813. 1: ' From Chief Engineer Edward Harada dated June 9, 1978,
transmitting jointly with Planning Department comments ,
requirements and recommendations, as listed, on the
subject sign variance request. It is felt that - the
granting of this variance, in accordance with the'
recommendations stated, would be in keeping with the
purpose and intent of the sign regulation.
Approve sign variance request
in accordance with Chief
Engineer' s recommendations.

CHANGE OF ZONE REQUEST - HIROSUKE AKAMINE

From Planning Commission Chairman William F. Mielcke
dated June 6, 1978, requesting favorable consideration
be given to a 'proposed amendment to Ordinance No. 15,
relating to a change of zone request granted to
Hirosuke Akamine on February 19, 1974, to redesignate
five acres of 'land from an Agricultural 3-acre (A-3a)
to an Agricultural 1-acre (A-la) zoned district at
Waiakea Homesteads , South Hilo, to include the
following statement after the stated conditions in
the Ordinance: "Should any of the foregoing conditions
not be met, rezoning of the area to its original or a
more appropriate zoning designation may be initiated. "
Approve request to amend Ordinance 15
and refer to Corporation Counsel to
prepare proper amendment.
