From Planning Commission Chairman William F. Mielcke
dated January 26 , 1979 submitting for adoption,
a bill to change the district classification
A from a Single Family Residential - 15 ,000
square foot (RS-15) to a Single Family
RI Residential - 10,000 square foot (RS-10) zoned
district at Waiakea House Lots , 10th Series,

1046 . 1: From Machado Acres Association, Waiakea-Uka
Kumiai, Crescent View Association and other
concerned property owners on Ainaola Drive and
Haihai Street dated January, 1979 , expressing
opposition to the rezoning request by the State
of Hawaii, Hawaii Housing Authority, as the site
selected for the low-moderate income housing
project would further saturate_ their area,
increase traffic hazards, affect the quality
of education by over-burdening schools and
aggravate water drainage problems;
recommends Council receive and file the communications and deny
the rezoning request of the Hawaii Housing Authority to change the
district classification from a Single Family Residential - 15 , 000
square foot (RS-15) to a Single Family Residential - 10, 000 square
foot (RS-10) zoned district at Waiakea House Lots, 10th Series,
South Hilo.

Residential - 10, 000 square foot (RS-10) zoned
district at Waiakea House Lots, 10th Series,
South Hilo.

rity, as the site selected for the low-

recommends Council receive and file Communications 1046 and 1046 . 1.
Further recommends Bill 451 be amended on page 2, last sentence,
to read: '! (F) a 20-foot wide strip [along the length of] within

the subject area and running parallel and adjacent to the Komohana
Street extension shall be set aside [for future addition] and dedi-
cated to the County as an addition to the present right-of-way.
This area shall not be used as part of the proposed lots, but
[should] shall be subdivided out as a separate roadway [reserve]
lot in conjunction with the subdivision of the residential lots;
(G) the single-family residential density within the subject area
shall not exceed thirty-five (.35 ) units ; and [ (G) ] (H) all other
applicable rules, regulations and requirements shall be complied
with. Should any of the foregoing conditions not be met, rezoning
of the area to its original or more appropriate zoning designation
may be initiated. "
The Committee further recommends that Bill 451, as amended, be
passed by the Council on first reading.
