Your Committee on Planning to which was referred:
Bill 459: GENERAL PLAN AMENDMENTS
(REVISED) Amends the County of Hawaii General Plan, Ordinance 439,
by incorporating the seventy-three ( 73) amendments to the
General Plan Land Use Pattern Allocation map and seven
(7) amendments to the General Plan policy document
initiated by the Planning Director as reflected in his
report entitled, "County of Hawaii General Plan Revision
Program, November 1978. "
(Introduced by: Mr. Domingo)
recommends Section 1 of Revised Bill 459 be amended as follows:
1. Delete the following amendments to the General Plan Land Use
Pattern Allocation map:
7. Low Density Urban Development/Orchards to Resort:
Kalapana - further mauka of the Kaimu Beach in the
vicinity of the proposed Kalapana By-pass Road
8. Resort to Low Density Urban Development: Kalapana -
mauka of the Kaimu Beach and along the shoreline-
20. Delete Alternate Urban Expansion: Wainaku - along the
Wainaku Camp 2 Road and mauka of the Hawaii Belt Highway
on the Hilo side of Alae Cemetery
50. Resort to Open: Kamoa Point - makai of Alii Drive
51. Resort to Medium Density Urban Development: Holualoa -
in the vicinity of HoIualoa Bay - _

in the vicinity of the White Sands Subdivision area
53. Low Density Urban Development/Open to Extensive
Agriculture/Alternate Urbm_fapansion: Ke' ei/
Honaunau mauka 'of the Pu'uhonua Road in the
vicinity of Palemano Point
71. Open, to Medium Density Urban Development: Punalu'u
along the makai side of the Hawaii Belt Highway
2. Delete the following amendment to the General Plan policy
document:
3. Amend the Kalapana Resort designation from Intermediate
Resort to Minor Resort.
Further recommends Council approve and adopt Bill 459, as amended,
on second and final reading.
Note: The above amendments deleted from the bill have been deferred
for further consideration.
