Your Committee on Planning to which was referred:
Bill 644 : AMENDMENT TO ZONING CODE
Au, (C-869.1/ MAUNA LOA LAND, INC.
PC-1.75) Amends. Section 7. 06, the 'North and South Kohala
Districts Zone Map of Chapter 8 (Zoning Code) ,
Hawaii County Code, as amended, by amending Section 2.
(P) and (Q) of Ordinance No. 380, adopted on
August 5, 1978, relating to certain conditions of
approval;
recommends SECTION 1. of Bill 64.4 [Sections 2. (P) and (Q) of
. Ordinance No. 380] be amended to read as follows:.
" (P) the petitioner shall provide a minimum of twenty-eight (28)
units for the purpose of resort employee housing for the first hotel
prior to the issuance of the occupancy permit for the first operational
hotel. The manner in which these units are tobe provided shall meet
the approval of the [Planning Director] County .Council. Resort employee
housing [requirement] for subsequent hotel development shall be based
upon additional housing needstudies prepared by the petitioner. [and
shall be determinedat the time of full Planned Unit Development (PUD)
approval and/or prior to] The issuance of preliminary Plan Approval
of [the _second hotel] subsequent hotels shall 'follow the' approval of
the housing studies. '

(Q) the petitioner shall provide temporary quarters for the
construction workers meeting withthe approval of the [Planning
Director] County Council. Such housing may be converted to resort
employee housing at a later date, subject to the approval of the
[Planning Director] County Council; "
Further recommends adoption of Bill 644, as amended, on second and
final reading.
