The following are the recommendations of the Committee on Public Works
which were considered at its meeting of January 5 , 1977 :
COMMUNICATIONS
No. 22: USE OF IMPROVEMENT DISTRICT ORDINANCE (Rec. 1/PWC-88)
From Mayor Herbert T. Matayoshi dated December 10, 1976,
informing. that the matter regarding the use of the improvement
district ordinance for financing on-going operations such as
public utilities and major industrial complexes has been
referred to the Department of Finance for analysis and
recommendation.

No. 30 : INFORMATION ON 1976 DISCRETIONARY BLOCK GRANT (PUBLIC NOTICE)
From Megumi Kon, Deputy Managing Director, dated December 16,
1976, informing that $100,000 Discretionary Block Grant funds
for Fiscal Year 1976 were awarded to the County of Hawaii
for the Honomu Water System. Also attaches public notice
required by the Department of Housing and Urban Developmet
to ensure that the general public be given another opportunity
to raise questions relative to the environmental assessment
for the project. If there- are no public objections by
December 27, 1976, HUD will release the funds to the County.

'lTo. 37 : REQUEST FOR STREET LIGHTS (Pet. 31.1/PWC-88)
From Mayor Herbert T. Matayoshi dated December 15 , 1976
informing that the request for installation of a street light
on the makai side of Mamalahoa Highway and Glenwood Homestead
Road has been referred to the Department of Public Works for
analysis and recommendation.

/L,C_ No. 39 : ' ROADWAY DEDICATION - KONA MACADAMIA ACRES
From Stephen G. Bess, Assistant Corporation Counsel, dated
December 17, 1976, transmitting for acceptance the Dedication
Deed for roadway realignment parcels at the entrance of
Kealakaa Street, Kona Macadamia Acres Subdivision. Advises
the descriptions have been checked and found to be acceptable
for dedication by the Department of Public Works; also that
the roadway has been constructed according to county standards.

�No. 40 : HAWAII BELT ROAD, HOLUALOA TO PAPA - PROJECT NO. F-011-1 ( 8)
From E. Alvey Wright, Director, State Department of,
Transportation dated December 17, 1976, notifying that they
have scheduled an informal public discussion for the above
project on January 12, 1977 at 7 :30 p.m. in the Yano Memorial
Hall, Captain Cook, Hawaii. The purpose of this discussion
is to inform the public of the two possible revisions to
Line A ( the makai route) in response to inputs received at
the September 15, 1976 public hearing.

No. 41: PUNA ROAD INCIDENT
From Chief Engineer Edward Harada dated December 20, 1976
responding to an inquiry on the recent incident at the Puna
Road baseyard which resulted in the theft of herbicide.
Informs the_,matter was throughly investigated and disciplinary
action taken commensurate with the violation, feels the
incident was handled properly and considers the matter closed.
