The following are the recommendations of the Committee on Public Works
which were considered at its meeting of January 17 , 1977:
COMMUNICATIONS -
4,,z,C- No. 67 : BUS STOPS
From Transit Coordinator Barney B. Menor dated December 17,
1976 recommending amendment to Chapter 6, Article 16,
Section 4, Schedule 15 of the Hawaii County Code, authorizing
bus stops on Kamehameha Avenue, Kinoole Street and Kilauea
Avenue in downtown Hilo.
Accept recommendation and refer
to Corporation Counsel to prepare
proper amendment.
N o. 68: IDENTIFICATION OF PROPERTIES
From Alan M. Okamoto, Deputy Corporation Counsel, dated
December 30 , 1976, submitting opinion regarding the
legality of requiring homeowners to put their names and
addresses on mailboxes or in front of their properties
for identification purposes.

4a.. C.- "No. 69 : IMPROVEMENT DISTRICT - BOISE CASCADE
From Lois Tyler dated December 31, 1976, recommending
cost-benefit analysis be updated to help the Council
in arriving at a fiscally-responsible decision regarding
the Boise Cascade improvement district proposal.

(> No. 81 : IMPROVEMENT TO RAILROAD AVENUE FROM KAPOHO TO PIER
From Mayor Herbert T. Matayoshi dated January 6 , 1977,
responding to request to improve the old railroad bed
from Kapoho via Keaau to Pohaku Street in Hilo. Considering
the high cost of highway improvement to accommodate the
farm and sugar trucks, the higher priority need to improve
existing roads and the apparent sufficiency of the existing
highway to accommodate these trucks, it is their recommendation
that this matter be considered at a later time when the
economic situation and urgency support such a project.
Receive and file; and
request Public Works Department
to submit a status report on
existing railroad right-of-ways
connecting the Puna and South Hilo
Districts.

From Council Chairman Harvey S. Tajiri dated January 10, 1977
transmitting for review and recommendation, proposed bills
for consideration at the 1977 Legislature.
